Refactor and regroup urlHelpers utils (#6462)

* fix: refactor urlHelpers

* fix: move to /plugins/slack/shared

* fix: remove .babelrc

* fix: remove Outline class

* fix: Slack -> SlackUtils

* fix: UrlHelper class
